When submitting a proposal or Prebid, providers and employers can ask questions using the Messages, but the providers must use Connects when submitting a proposal or Prebid.   If you want to ask a clarification question about their job prior to submitting a proposal, you can post a Public Message.  Each job has Public Messages where providers can ask questions without using Connects.  All messages are visible publicly, and the employers are sent a notification alerting them that their job's Public Messages has been updated.
